We have an update about the Employer's COVID-19 Vaccine Policy implemented earlier in the pandemic, specifically in regards to the costs incurred by SGEU Health Provider members and any discipline imposed because of the policy.

Seniority update

July 18, 2022

As a follow-up to the memo we sent out in May 2020, we wanted to remind you about changes being made to the conversion calculation of hire date seniority for SGEU Health Providers. Seniority will now be calculated based on hire date versus hours worked.

 

These changes are a result of the Memorandum of Agreement that was ratified last summer. More information about the changes can be found on this chart.

A letter to our Health Providers

Dear members, 

 

Last month, Scott Moe announced that by October 1, 2021, the Saskatchewan government would implement a proof of vaccination policy for all government and agency employees. On October 1, the Saskatchewan Health Authority implemented its own vaccination policy, causing anxiety and stress for many of you.

 

By October 15, 2021, all SHA employees are to submit a Declaration of COVID-19 Vaccination Status. If you are applying for accommodation for medical or religious reasons or because you don’t want to get vaccinated, you are to participate in the monitored testing process costing $225 per month. Aside from the cost, we are still waiting on more details about the monitored testing process to help you make an informed decision about your declaration. If you have any questions or concerns, please contact Blake McMullen at blake.mcmullen@saskhealthauthority.ca.

 

Your SGEU Health Providers negotiating committee has been in conversation with the SHA about the Vaccination Policy, the Declaration, the testing process and program, and will continue to raise our concerns.

 

While SGEU’s leadership strongly encourages all members to be fully vaccinated, your union will represent you fairly if you choose not to be vaccinated. SGEU has negotiated rights for our members that must be respected.  All members, regardless of vaccination status, are entitled to the same rights and privileges laid out in their collective bargaining agreement (CBA).

In the last year and a half, you’ve given your all. You have changed your routines during lockdown to keep yourselves, your families, and patients/residents safe. You have gone without holidays, worked in short-staffed facilities, creating an incredibly heavy workload, and worked an abundance of overtime. You have worked with evolving COVID-related work policies, you’ve been blamed for workplace shortages, and faced continuous public scrutiny. You are all heroes, and we commend you for everything you’ve done to keep our communities safe. On behalf of SGEU, we will continue to work hard to represent you as we work our way out of this pandemic.

Whether they’re on the front lines, or behind the scenes, Saskatchewan’s health care providers are committed to providing high-quality care for patients, residents and clients in the health care system. Most days, it’s a difficult job that involves long hours, hard work, stress and personal sacrifice.

 

Never has that been more true than during the past 20 months as we’ve faced the challenges of COVID-19 around the globe.

 

The pandemic has affected all of us in immeasurable ways. It’s impacted our daily lives, how we work, our interactions with friends and family, and the way our children learn and develop. As health care providers, you’ve faced the same fears, uncertainty and restrictions as everyone else, but you have also had to deal with the virus face to face at your workplace.

 

Despite these significant challenges and pressures, you continue to rise to the occasion by working tirelessly, showing compassion and displaying strength to help guide us through this unprecedented time.

 

SGEU represents health care workers within the Saskatchewan Health Authority, including continuing care assistants, licensed practical nurses, medical laboratory and diagnostic technologists and technicians, environment and laundry service workers, food service workers, administrative and office staff, therapy and recreation workers, social workers, and maintenance workers — just to mention a few. No matter what role you play, it is a vital one and contributes to the overall success of the health care team.

 

SGEU recognizes the hard work and dedication of all health care providers. Thank you for the sacrifices you make every day. Your skills and dedication caring for the people of Saskatchewan make our province a better place to live!

Last week, Health Minister Paul Merriman blamed health care workers for not getting vaccinated sooner, when it’s HIS government that let health care workers down.

 

Health care workers across Saskatchewan have experienced many challenges getting their vaccines, including poor access in rural and remote areas, complicated approval systems for eligibility, and unfair requests to receive the vaccine prior to days off work in case the vaccine causes side effects. Worst of all is the fact that many frontline workers were simply left out of Phase One of Saskatchewan’s vaccine roll-out – even those working directly in COVID-19 positive workplaces.

 

It’s not fair that Paul Merriman is blaming hard-working health care workers for the government’s own failures. If you are a health care worker who hasn’t yet had your vaccine – or who experienced challenges getting it – call Paul to share your story and help us set him straight!

Framework for Cohorting in LTC Facilities

The Chief Medical Health Officer issued a Public Health Order on April 17, 2020 (Control of Transmission of 2019 Novel Coronavirus) identifying special-care homes (long-term care (LTC) and personal care home (PCH) facilities) “must restrict the movement of Staff Members among Facilities by ensuring that each Staff Member works in only one Facility.” This will be referred to as cohorting.

 

As such, this document outlines how the SHA and Affiliate organizations intend to implement cohorting to comply with this order.

We have been actively monitoring the growing issue around COVID-19 and how it affects not only health care members but members in all the sectors that we represent. LOU on alignment of Extended Twelve Hour Shift Averaging Period

With the change of the Regional Health Authorities being merged into one Provincial Health Authority and under one employer, it was discovered that the 3 Health Provider Unions did not have coordinated averaging periods. In an attempt to rectify this the attached LOU has been signed. The new four week averaging period for the 12 hour extended shift agreements will commence on January 19th. Please refer to the LOU for details.

A statement from SGEU on the SHA proposed whistleblower hotline

SGEU Health Providers:

 

On August 12, the Saskatchewan Health Authority (SHA) issued a Request for Proposals (RFP) seeking vendors to provide a hotline service for members of the public to make anonymous reports about employees and others suspected of violating SHA policies, codes of conduct or other legal requirements. The hotline could also be used by staff to report on coworkers.

Saskatchewan’s three health sector provider unions – SGEU Health Providers, CUPE Local 5430 and SEIU-West – held ratification votes on the contract offer of the Saskatchewan Association of Health Organizations (SAHO), representing health-sector employers. The unions shared the results with their members on April 18th.

 

Members of SGEU Health Providers voted to accept the contract offer.

 

Members of CUPE Local 5430 voted to accept the contract offer.

 

Members of SEIU-West voted to reject the contract offer.

 

The offer included a five year contract with pay increases of 0%, 0%, 1%, 2% and 2%.

The three unions are currently working together to determine next steps, including notifying SAHO.

SGEU HEALTH PROVIDERS ACCEPT TENTATIVE AGREEMENT

Members of the SGEU Health Providers Bargaining Unit have voted to accept the SAHO/SGEU tentative agreement.



SGEU members attended information meetings and cast their ballots on the agreement throughout March and April, with results showing the agreement has been accepted.

The other two health provider unions, SEIU-West and CUPE, also took the tentative agreement to their membership for a vote and will be releasing the results to their members.

 

The three health provider coalition partners will be meeting to determine next steps.



The SGEU Health Providers Negotiating Committee would like to thank all members covered by this agreement for their engagement in the bargaining process, their attendance at information meetings and for participating in the vote.

INFORMATION MEETINGS & VOTING ON MEMORANDUM OF AGREEMENT

On March 7, 2019, your SGEU Health Provider Negotiating Committee signed a Memorandum of Agreement (MOA) with SAHO and the Health Region Employers.

 

Members of the Negotiating Committee will be traveling to your region to provide you with a summary of the MOA and to hold a ratification vote. This summary will lay out the details of the proposed changes to your collective agreement, including monetary provisions. It’s important for all members to attend one of the meetings below, as we will only be releasing details of the MOA at these meetings. We want to directly provide you with information about the MOA, and to help you understand it before you vote. Voting will take place during the meetings.

TENTATIVE AGREEMENT REACHED BETWEEN SAHO AND PROVIDER UNIONS

The provider union coalition bargaining committees met with SAHO and employer representatives on February 20.  The parties continued to meet on February 21 and February 22.

COALITION BARGAINING COMMITTEES REJECT SAHO'S BULLY TACTICS

Your coalition bargaining committees were asked to return to the bargaining table with SAHO, and agreed to do so, on February 8, 2019. The provider unions were ready to negotiate. The only outstanding item was a fair and reasonable wage increase.  In December, a substantial amount of members told their bargaining committees SAHO’s final wage offer of (0%, 0%, 1%, 2%) was neither reasonable nor acceptable. Your bargaining committees conveyed that message to SAHO.

JOINT JOB EVALUATION (JJE) MAINTENANCE PLAN: EDUCATION FACTOR

The health provider unions, SGEU, SEIU-West and CUPE, have concluded a letter of understanding (LOU) with SAHO and the employer regarding the education factor in the JJE plan.

 

The LOU sets out that, when there is information available about changes to the education required for a job classification, the unions, SAHO and the employer will jointly assess the changes. If the key work activities, duties, responsibilities and/or qualifications have not changed, the education factor rating for the JJE plan job classification will not change.

JOINT BARGAINING UPDATE: SAHO PRESENTS COALTION WITH "FINAL" OFFER

The employer presented the coalition bargaining committee with a “final” offer that included a monetary proposal well below the cost of living. We know from past rounds of bargaining that a “final” offer is not actually the end of bargaining, and we are under no obligation to vote on the offer.
 

The coalition partners will continue to fight for a fair wage increase which respects the work our members are proud to provide across our province. We remain confident that we will be able to reach a fair and reasonable deal at the bargaining table for all members, and ask for your continued support to help us demonstrate our resolve.

JOINT BARGAINING UPDATE: COALITION UNIONS CONTINUE TO PRESS SAHO FOR FAIR CONTRACT

Your SGEU, SEIU-West, and CUPE bargaining committees met with SAHO in Saskatoon on October 18 and 19 to resume bargaining a fair and equitable collective agreement for all of our members.

 

We believe two outstanding issues remain: monetary and the Extended Health and Enhanced Dental Plan.

JOINT IT NEGOTIATIONS UPDATE - SGEU, SEIU-West, CUPE

The Saskatchewan Health Authority (SHA), Ehealth Saskatchewan (eHS) and the health provider unions, SGEU, SEIU-West and CUPE, met on October 9 and October 12 to continue negotiating the transfer of Information Technology (IT) employees from the SHA to eHS, expected to take place at the end of the year. The negotiations became necessary because of the Government of Saskatchewan’s instructions to the Ministry of Health for the SHA to abolish IT services in the provincial health authority and turn the service over to eHS.

All of the health provider unions consulted with their membership over the summer. Your SGEU, CUPE and SEIU-West bargaining committees were ready to get back to negotiations with SAHO. We spent a day at the bargaining table in Regina on September 12, with the focus on reaching a fair and reasonable contract for our members.

JOINT BARGAINING UPDATE JUNE 27, 2018

The Union Coalition felt momentum building and was hopeful that a tentative agreement would be reached. However, on the evening of June 25, the positive tone at the table quickly turned. SAHO and the Ministry of Health questioned whether your bargaining committees were committed to reaching an agreement. SAHO made comments that the Coalition was delaying the process and splitting hairs. What this translates into for our membership is that we are not willing to sell out our hard-earned collective agreement protections and benefits to get a deal.

JOINT BARGAINING UPDATE May 29, 2018

Your SEIU-WEST, CUPE and SGEU bargaining coalition met on May 22 and 23rd in Saskatoon with SAHO. The overall theme of this session is disappointment. SAHO and the Government of Saskatchewan are focused on concessions within the Extended Health and Dental plan for health care providers, and your Unions are not interested in allowing concessions in any form.

During a week when the Government of Saskatchewan has given a 3.5% wage increase to elected politicians and provided additional funding for legislative secretaries, we believe it is morally and strategically questionable that they would be coming after health benefits for health care workers!

JOINT BARGAINING UPDATE APRIL 27, 2018

Your SGEU, SEIU-West, and CUPE health care bargaining committees met with SAHO on April 24 and 25 in Regina to continue our work to achieve a fair and equitable collective agreement for our members.

 

This was an epic session as we finished our last meeting at April 26 at 1:30 am. The bargaining committee members remain committed to ensuring that your rights and benefits remain intact as we move through the transition of the new Saskatchewan Health Authority. Our work is complicated by the fact that two of SAHO’s lead negotiators are retiring at the end of April, and we do not know who will take over bargaining.

JOINT BARGAINING UPDATE APRIL 9, 2018

Your health providers coalition bargaining committee met in Saskatoon this week from Thursday, April 5 to Sunday, April 8.  We remain focused on getting the best possible collective agreements.

 

Both the unions and SAHO provided multiple proposal packages over the last four days.  Questions were raised, and a great deal of discussion took place as we spent time reviewing the impact of proposed language changes and the introduction of Letters of Understanding to address new and emerging processes.
